If you did a complete wipe of your computer and it still happens, then either:

1) Your F1 key is stuck on your keyboard and it keeps sending the «Help» command

2) You have some kind of program or virus that keeps sending the «Help» command (this is unlikely if you completely wiped your computer, but some viruses can hang out even when you do that).

Thank you for your reply. I checked my F1 button and it does not appear to be stuck. How can I go about removing the virus? I have run various scans and none of them seem to detect it.
