Поверх нельзя, только вместо. Вижу такой вариант:
1. Сделать диск PE x86. По сути, достаточно скачать ADK и выполнить в консоли средств развертывания примерно такую команду:
3. Загрузиться с флэшки, из командной строки запустить setup.exe.
