This tutorial contains instructions to fix the following error when trying to access a shared folder on the network: «Server is not accessible. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions. The handle is invalid.»
How FIX: Cannot Access Shared Folder. You might not have permission to use this network resource. The handle is invalid.
Normally, the file sharing connection problem «You might not have permission to use this network resource» appears when a user tries to access a network shared folder, without having the required permissions. At this case and in order to resolve the problem, you have to ensure that the user have the appropriate access permissions on the shared folder.
However, if you know that the user’s permissions on the shared folder are correct and the connection issue «You may not have permission to use this network resource» appeared suddenly and without obvious reason, then the problem is probably due to the installation of a Windows Update. At this case continue to read below to fix the problem.
* Note: If you face the share error in the middle of January 2019, then the culprit is the following Windows Security Update: January 8, 2019—KB4480970 (Monthly Rollup).
Method 1. Uninstall the Latest Windows Update.
On the machine with the shared folder:
1. Right-click at ‘My Computer’ icon and select Properties.
2. Click Windows Update.
3. Click Installed Updates.
4. Sort the updates by the installed date, by clicking Installed On.
5. Highlight the latest installed update for Windows and click Uninstall. *
* e.g. If you face the share error in the middle of January 2019, then proceed and uninstall the «Security Update for Microsoft Windows KB4480970».
6. When the installation is completed, restart the computer.
7. After restart try again to access the shared folder from the client machine. Then apply the suggested actions according your case:
1. Navigate to Windows Update and Check for updates.
2. Click on Important Updates.
3. Right-click on the problematic update and click Hide update.
4. Finally click OK and then close the Windows Update.
Method 2. Restore your PC to a Previous Working State.
On the machine with the shared folder:
1. Press Windows 
+ R keys to open the run command box.
2. Type rstrui & click OK to launch System Restore.
3. Click Next at the first screen.
4. Choose an earlier working state (Date/Time) and click Next to start the restore process.
5. After system restore, try again to access the shared folder from the client machine.

That’s not the same you told me before because nslookup for your
problem PC returned a wrong address (for Problem-pc.workgroup) but
did answer the request.
«Register this connection’s addresses in DNS» setting is already
checked for the problem PC. Sounds like my best solution is to kick
the router to the curb and get a cisco and start from scratch.

The unanswered question remains, what ip-address is pinged, when you
ping the non problem PCs by name is it the correct one or another one.
Theoretically you don’t need a name-server if you propagate the same
hosts file to all PCs, which contains ip-address dns-names pairs for
all your PCs. As the hosts file does override name-server lookups your
internal name resolution would be independent of your ISP.
Of course, whith a lot of PCs it gets quite complicated to update all
hosts files simultaneously. If you don’t want to spend extra money you
could run a Linux virtual machine on one of your PCs, which is running
named the Linux name-server daemon. That is pretty easy to setup and
does not pose any heavy load on the PC hosting it. If you have any
server already in place be it Windows, Linux, FreeBSD, Apple or any
other OS I would put the name server functionality onto this server and
probably the DHCP functionality, too.
You don’t need a Cisco router for name-server functionality, but even
some of the cheap Ciscos do not include a name-server so you would have
to look specifically at this functionality as a requirement.
According to your nslookup results for the problem-pc you seem to have
set a primary domain suffix of workgroup at your PCs, is this same
setting also in place on the problem-PC?
So for the tests I had:
.1 router
.2 problem pc NIC
.9 problem pc WIFI
.4 good pc
I can ping any computer from any computer via IP address and via name, in which case it shows the IPv6 address.

Summary: The problem PC can be seen on and sees the entire network and can be accessed from the network, but cannot access anything on the network, including itself. Since the router works with all other computers, I doubt it is the problem, since the WIFI and the wired NIC behave the same way, I do not think either of those are the problem, either.
Maybe it is ‘something’ telling me it is time to upgrade? 🙂

Okay I think it is time to start packet captures. Download MS Network
Monitor http://www.microsoft.com/download/en/details.aspx?id=4865 and
install it an the problem and the good PC. Then take a packet capture
of a successfull attempt to access a share and of an unsuccesfull
attempt and look through them to see where the error occurs.

If this error just started to occur and you have a System Restore Point created already, you can use it to revert it to your earlier settings and configuration.
1] Check the status of the Workstation Service
Type, services.msc in the Start search box and hit Enter to open the Windows Services Manager.
Locate Workstation Service, and then double-click on it to open its Properties box.
Stop the Service and then Start it again. Or else right-click on it and select Restart.
Ensure that its Startup Type is set to Automatic.
2] Reboot your router
Reboot your router from its Admin panel or just manually turn it off and turn it on after 10 seconds to reboot it completely. See if this helps.
3] Change File Sharing connections setting
Open Control Panel > Network and sharing center > Advanced sharing settings > File sharing connections
Select Enable file sharing for devices that use 40- or 56-bit encryption and see if that helps. If not, reverse the changes made.
4] Check the Network Configuration
To check the Network Configuration, you can right-click on the WiFi or the Ethernet connection icon in the system tray and then select open Network and Internet Settings and then click on Change Adapter Options. Then you will see a window pop up.
Select the network connection which connects you to your network. This connection could be an Ethernet Connection or a WiFi Connection. Right-click on that connection and select Properties.
From the list of items, now select Internet Protocol Version 4 OR Internet Protocol Version 6 according to your requirement.
Now click on the button that says Properties.
And check if everything is configured as it is intended to.

I have this problem—same problem. My Win7 Ultimate machine cannot connect to my XP-Pro machine. Both use the same (administrative) login and PW. From XP I can access a drive on the W7 fine, as well as my Vista Laptop. I can access my Vista Laptop from either machine. I have allow annonymous access under LSA (as per one suggestion) on both machines and loosened up several other network restrictions from the Win 7 side.
I can «see» the XP-Pro machine when browsing the network from «Map Networked Drive» but when I attempt to connect I receive «.. you might not have permissions» + «not enough server storage is available to process this command».
Only one thread or two that I could find dealt with this latter issue directly—not sure if it is a red herring or not. I have applied permissions on the XP side for users to access and change my files.
Wait! I may be onto something. The problem appears to be on the XP-Pro machine (i deduce) cause I can’t connect from Vista either.. Hm..
I’ll post more later after working the XP side for a while—this seems to be the heart of the issue.
